The Gabon Power Plant Relocation Project involves the complete disassembly, engineering adaptation, and recommissioning of two simple-cycle gas turbine power plants previously operated in Riyadh, Saudi Arabia. These facilities are being relocated to Libreville and Port-Gentil, Gabon, under a 10-year lease and operate agreement between AKSA Energy, Türkiye’s largest independent power producer, and SEEG, Gabon’s national utility.
ROTA Engineering, a Türkiye-based EPC and construction company, has been assigned by AKSA to execute all field works, including dismantling in Riyadh and complete site installation in Gabon. Yüksel Proje was engaged to provide full-scope multidisciplinary design and engineering services, as well as technical field supervision during dismantling and reassembly phases.
The project includes 7 × Solar Turbines SGT-600 gas turbine generator sets (25 MW each)—5 at Libreville and 2 at Port-Gentil—offering a combined installed capacity of 145 MW. Each unit delivers approximately 21 MW net electrical output, ensuring reliable and efficient baseload power for urban and industrial regions in Gabon.
Civil, Structural and Architectural Engineering
- Full layout and grading designs for both sites (Libreville & Port-Gentil)
- Dynamic foundation analysis and verification of existing foundations in Port-Gentil to assess compatibility with incoming SGT-600 turbines and generators
- Structural steel detailing for platforms, pipe racks, and equipment skids
- Site infrastructure: roads, drainage, boundary wall, oil containment
- 3D coordination models for clash detection and installation sequencing
Mechanical and Process Design
- Process design development: P&IDs, line lists, valve specs, datasheets
- As-removed MTO generation from dismantled equipment in Riyadh
- Complete New MTO development based on revised layouts, new supports, accessories, and material requirements
- HVAC, firefighting, fuel gas, compressed air, and blowdown systems design
- Mechanical interface definition with OEM turbine/generator packages
- All engineering completed and issued in under 12 weeks
Electrical and I&C Engineering
- Electrical layout design (MV/LV switchgears, cable trays, UPS, lighting)
- Load flow, short-circuit, protection coordination studies
- Instrumentation scope: loop diagrams, cable schedules, termination lists
- SCADA interface design and I/O assignment for monitoring systems
- Hazardous area zoning in compliance with IEC 60079 / ATEX
Field Supervision (Riyadh & Gabon)
- Dismantling oversight in Riyadh: tagging, packing, and preservation
- Supervision of turbine and alternator mounting, alignment, grouting
- Monitoring of mechanical, electrical, and piping installation works
- Coordination with ROTA field teams on method statements and lifting plans
- Support in QA/QC tracking, punch list management, and as-built verification
Safety, Compliance, and Risk Studies
- HAZOP and HAZID workshops conducted with AKSA & ROTA
- Preparation of emergency response plans and fire protection layouts
- Noise and vibration mitigation recommendations
- Integration of IDF rainfall curves for stormwater system design
Documentation, Planning & Coordination
- Complete engineering document set (Design Basis, Specs, BoQs, IFC, As-Built)
- Master Document Register (MDR) management and revision control
- Weekly coordination with ROTA, AKSA, and site managers
- Support for local authority approvals and compliance filings
