He was born in 1974. He graduated from Middle-East Technical University Civil Engineering Faculty in 1997.  Between 1997-2000 he workd as project engineer in an engineering company.  From 2000 onwards he served in Yüksel Proje as Project Engineer and Project Manager on many projects in Turkey, Afganistan, Georgia, Libya, Algeria and India. Mr Avcı took on the position of Survey Project Coordinator in 2018, and has been Vice President since 2020.  He has particular experience in the design and project management of railway and road projects.
