Halkali-Kapikule Railway is one of the largest infrastructure projects to be realized within the framework of the financial cooperation between Turkiye and the European Union. Ispartakule-Cerkezkoy is 67 km section (Phase 2) of this project that will connect the European Railway line to the local network (Marmaray).
Halkali-Kapikule Railway will be part of the Trans-European Transport Network (TEN-T) connecting to Türkiye's European border (at Kapıkule), completing an important part of the Iron Silk Road from London to Beijing.
With the completion of the project consisting of 3 sections, a double-track, 200 km/h high-speed train line for passenger and freight transportation will be built on a 229 km route between Halkali-Kapikule.
The project aims to:
- Contribute to the achievement of a sustainable, safe, inclusive and efficient national transport system resulting in a national shift from individual to public transport modes and to further integrate Türkiye into the Single European Transport Area,
- Resolve capacity constraints of the railway connection from Europe to Eastern Anatolia,
- Encourage the shift from road to rail transport by eliminating railway capacity limitations.
The project scope covers:
- New utility structures, from bridges, viaducts, tunnels, overpasses and underpasses
- Supporting power supply systems, including overhead lines and substations
- Supporting electrification, signaling and control systems
The consultancy services of the project are being carried out in joint venture with Yüksel Proje and OC Global.

Environmental and Social Action Plan, Environmental and Social Management Plan, Resettlement Action Plan, Emergency Response Framework, Biodiversity Management Plan, Railway Safety Plan and Stakeholder Engagement Plan have been prepared within the scope of the project.
According to these plans, measures include:
- Special design-based interventions to mitigate risks such as bird collisions, reorganization of the lost forest areas and vegetation, noise prevention, and material selection strategies aimed at reducing greenhouse gases,
- Efforts to minimize the number of people affected by expropriation and to mitigate impacts,
- Development of Occupational Health and Safety Plans,
- Human Resources policies and procedures to ensure the protection of employees' rights, a gender equality plan, and new promotional activities to attract female engineering students to internship programs are among the initiatives undertaken.
